IRCC Replaces Old Policy with a Renewed Opportunity for French-Speaking Graduates...

Introduction

Francophone Minority Communities Student Pilot (FMCSP) — an exclusive pilot program allowing eligible grads (outside Quebec) to transition from study to Permanent Residence.

What you gain :

  • Apply for Permanent Resident status immediately once you graduate from

    a qualifying French-language program (≥ 2 years).

  • Work with an open work permit while your PR application is processed

  • Include family members inside or outside Canada.

  • Get IRCC-funded settlement support during your studies.

  • Avoid competing under Express Entry — this is a dedicated,

    non-competitive track.

Eligibility highlights:

  • Must have held a study permit under FMCSP

  • Degree/diploma must be taught primarily in French (50 %+ French instruction)

  • Must satisfy admissibility requirements

  • Family members must meet standard criteria

This policy is temporary, effective now until November 30, 2031, or until it is revoked.
